The Companies Registration Office (CRO) has introduced a new VIF (Verification of Identity Form), and with it, significant updates to how the form must be completed and witnessed.

What Is the VIF Form?
The VIF form is used when applying for an IPN (Individual Person Number) from the CRO, specifically in cases where the applicant does not have a PPSN (Personal Public Service Number) or an RBO (Register of Beneficial Owners) number. It serves as a means of verifying the identity of the individual making the application.
What Has Changed?
A New Form Has Been Issued
The CRO has released an updated version of the VIF form. This is not optional: the new VIF form must now be used for all applications. Previous versions of the form will no longer be accepted by the CRO, so it’s essential that anyone using an older version switches to the new one immediately.
No More Online Witnessing: Physical Presence Is Now Required
One of the most significant changes took effect on 30 April 2026: the CRO will no longer accept VIF forms that have been witnessed online.
This means that the witness and the declarant must now be physically present in the same room when the identity verification takes place and when the form is signed. Remote or virtual witnessing, including online notary certification, is no longer permitted.
Why Does This Matter?
For applicants based outside Ireland, or those who previously relied on remote notarisation or online witnessing services, this change requires careful planning. Arrangements will need to be made to ensure that a qualified witness is physically present with the declarant at the time of signing.
Failing to comply with the new requirements will result in the CRO rejecting the application, causing delays in the registration process.
